[反17]美商務部展開低熔點聚酯棉反傾銷調查鎖定台灣及韓國廠商 @ 李歐的ノート

經濟部貿易局今 (19) 日指出，美國商務部公告對台灣及韓國輸美的低熔點聚酯棉正式展開反傾銷調查，依據美國政府公布的調查時程，國際貿易委員會將在 8 月 11 日前公布損害初步裁定，如果損害成立，商務部預定 12 月 4 日發布傾銷初判裁定，明 (2018) 年 2 月 20 日發布終判裁定。

貿易局表示，美商 Nan Ya Plastics Corporation, America(南亞塑膠美國公司) 向美國商務部及國際貿易委員會提出申請，要求對台灣及韓國輸美的低熔點聚酯棉展開反傾銷調查，美國商務部已在 7 月 18 日公告對涉案產品展開反傾銷調查。

貿易局說，這次受調產品的美國海關進口稅號為：5503.20.0015；依美國商務部資料顯示，2016 年台灣為美國該產品第 2 大進口來源國，輸美受調產品金額 2014 年為 3030 萬美元、2015 年 2750 萬美元及 2016 年 2684 萬美元，分別占各國輸美該產品總額 25.69%、25.46% 及 25.34%。

貿易局表示，已請台灣區人造纖維公會協助轉知業者，後續並將與公會保持密切聯繫，以提供業者必要的協助。另外，為協助廠商因應國外反傾銷等貿易救濟案件。

貿易局指出，訂有相關補助辦法，對我涉案廠商聘請律師、會計師或顧問應訴的費用提供部分補助；涉案廠商若有需要，可透過相關公會提出申請，同時呼籲廠商積極應訴，爭取獲判無傾銷的終判結果。

據了解，南亞在台灣並未生產低熔點聚酯棉，全數由南亞塑膠美國公司在美國生產，因此提出反傾銷調查並不會對台灣母公司造成影響，據指出，國內目前也僅有 1 家廠商生產低熔點聚酯棉，但量並不大，推測南亞塑膠美國公司的主要目標對象應是鎖定韓國廠商為主。
